What Is Required

Getting a Vanuatu passport isn't a direct purchase. It's a two-step process: first you acquire citizenship through a government investment programme, and only then can you apply for the travel document. The entire journey, from application to passport in hand, usually takes 60 to 90 days. This means if you file in January, you should expect a decision by April at the earliest, so plan any travel or business deals around this window. The core requirements are simple on paper: make a significant financial contribution and pass a thorough due diligence check. But our legal team knows from experience that navigating the details is where clients need the most help.

Citizenship by Investment (CBI) - A legal process by which a person can acquire citizenship of a country by making a significant investment in its economy. This is distinct from traditional naturalisation, which is typically based on long-term residency.

Due Diligence - An investigation or audit of a potential investment or product to confirm all facts, such as reviewing financial records and verifying personal background. In the context of CBI, it is a mandatory security and background check on all applicants.

The Shifting Value of a Vanuatu Passport: Understanding Current Travel Restrictions

For any investor, the main risk with a second passport is its travel power eroding over time. Before committing, you must understand exactly how the value of a Vanuatu passport has changed. The key issue? Loss of visa-free access to major economic hubs.

The most dramatic shift was the loss of visa-free travel to Europe. It happened in two stages. First, on 19 July 2023, the United Kingdom announced that all ni-Vanuatu citizens—including those from investment programmes—would need a visa. The UK government cited concerns over the vetting standards in Vanuatu's CBI schemes.

The European Union soon followed. After a temporary suspension, the Council of the EU confirmed in December 2024 it would permanently remove Vanuatu from its visa-waiver list. Starting 3 February 2025, a visa will be required for travel to all 27 Schengen Area countries. This decision was also driven by security worries tied to the country's investor citizenship framework.

While these changes absolutely weaken the passport's global mobility, they don't invalidate your citizenship. Your nationality remains intact. International law, famously explored in the Nottebohm (Liechtenstein v. Guatemala) case, often looks for a "genuine connection" between a person and a state. While a weak link might convince other countries to deny visa-free travel, it doesn't give them the right to nullify the citizenship granted by Vanuatu itself.

Comparing Vanuatu's Citizenship Routes: DSP vs. CIIP

To get the passport, you must first become a citizen. While you could wait 10 years for standard naturalisation, nearly all investors use a much faster Citizenship by Investment programme. The process kicks off by choosing an authorised agent and submitting a preliminary application. From that first step to holding your passport, the timeline is typically 60-90 days.

Your first move is to gather all the necessary personal documents and complete a preliminary check. This confirms you're eligible before you commit the full investment. After that, you need to understand the two legal routes available.

Vanuatu Development Support Programme (DSP)

The DSP is the oldest, most common path to a Vanuatu passport. It’s straightforward. You make a one-time, non-refundable donation to a government development fund. Established under the Citizenship Act [CAP 112], this programme raises capital for things like national infrastructure, disaster relief, and economic stimulus. The donation amount is fixed by law and scales with the number of dependents on your application.

Vanuatu Capital Investment Immigration Plan (CIIP)

A newer alternative, the CIIP is a hybrid model. It blends a smaller non-refundable contribution with a larger, redeemable investment in a government-approved fund, like projects in the local coconut or coffee sectors. While both the CIIP and DSP are government-sanctioned and grant full citizenship, the CIIP introduces more variables. You have to carefully assess the terms of the redeemable portion, as getting your money back depends entirely on the specific fund's performance and its required holding period.

Investment Option Comparison Table

Feature Development Support Programme (DSP) Capital Investment Immigration Plan (CIIP)
Investment Type One-time non-refundable donation Hybrid: non-refundable donation + redeemable investment
Minimum Cost $130,000 (single applicant) Combination of donation and investment (variable)
Process Direct donation to government fund Contribution plus investment into a managed fund
Complexity More straightforward; a direct contribution More complex; involves an investment vehicle with a holding period
Best For Applicants seeking the simplest, most direct process. Applicants comfortable with an investment component to potentially lower the net cost over time.

Takeaway: For most investors, the DSP offers the most direct and predictable route. The CIIP might look cheaper on paper after the investment is redeemed, but it comes with the extra complexity and risk of a managed fund.
